TRANSGENDER HEALTH ACCESS INITIATIVE
COMMUNITY ADVISORY PANEL (CAP)




Transgender people face multiple barriers to accessing health care. Local surveys and national health organizations note significant experiences of perceived provider bias and lack of trans-specific medical knowledge. This results in avoidance by many trans people of routine care and even care for serious conditions. Moreover, trans people overwhelming lack comprehensive health insurance due to high levels of employment discrimination, under- and unemployment, and discrimination and exclusions by insurance companies. The American Medical Association recently drew attention to the need to remove barriers to care that trans people face.
CAP APPLICATION


Lyon-Martin Health Services (LMHS) is a community clinic that provides personalized health care and support services to women and transgender people who lack access to quality care because of their sexual orientation or gender identity, regardless of their ability to pay. Almost 50% of our patients are LBGT. The remainder of our patient population is low-income, generally uninsured, heterosexual women who appreciate our patient-centered model of care. LMHS has served trans patients since our founding in 1979, and in 2005 we strengthened and systematized our services. Our reputation often attracts trans people from other communities where public providers lack cultural and medical competency. We are always gratified that patients value what we offer enough to travel to us for care, but we ultimately seek to ensure that all trans people can access quality care in their own communities.

LMHS, in partnership with the Transgender Law Center (TLC), has recently begun an initiative to challenge barriers and improve access to community healthcare for transgender people throughout the state of CA. This project will organize and network existing efforts at a number of organizations bridging between health care providers and advocates in a coherent, comprehensive, and transformative way. We ultimately seek to ensure that all transgender people can access comprehensive, quality, culturally-sensitive health care within their own communities.

We are seeking individuals interested in participating in a Community Advisory Panel (CAP). The CAP will represent patient and community viewpoints, ensuring that the work of the Transgender Health Access Initiative progresses in partnership with community members, and not only from a provider perspective.

The purposes of CAP are:
  • To offer LMHS and TLC constructive suggestions for the improvement of statewide clinical services
  • To train and empower participants to educate government officials, service providers, and the general public about health issues facing transgender communities.
  • To provide a structured, supportive, empowering, and confidential environment in which to offer input for improving transgender services, receive training, and connect with peers and allies.
  • To participate in creating a powerful model for expanding access to care for transgender people.
CAP Member Qualifications and Roles:
  • Participate in transgender health care either as a recipient, provider or advocate.
  • Speak and write comfortably in English.
  • Commit to respecting that other Panel Members may have different experiences, needs, and points of view.
  • Adhere to LMHS member confidentiality policy and other CAP membership expectations
  • Commit to attending 75% of CAP meetings.
  • Agree to serve on the CAP for one year.
  • Assist LMHS and TLC Staff as needed with input on CAP agendas, guest speakers, etc.
  • Prepare in advance for CAP meetings as appropriate by reading assigned articles.
  • Actively and appropriately participating in CAP meeting discussions.
  • Gather information on relevant healthcare topics as appropriate.
CAP will plan to meet quarterly at LMHS (1748 Market St. Suite 201) on the 1st Wednesday of the month 6:00 to 7:30 pm:

Members may choose to meet more frequently depending on goals and agendas.
